Chisolm annexation issue to be brought before Hollywood Town Council

Last Thursday, January 14, the Town of Hollywood Planning Commission voted against this annexation and PUD request from Canal Land and Timber Co – 118 acres on Chisolm Road, Johns Island. Nevertheless, Canal Land and Timber is bringing it before the full Town Council at today’s meeting, Monday January 25, 6:30pm.

The agenda item is:

1st Reading Ordinance 2009-10-16 Request for Annexation for approximately 118.55 acres having TMS # 249-00-00-005 and -013 located on Chisolm Road, Johns Island.

This same developer proposed the same plan to Charleston County this spring/summer but Charleston County Council denied the plan because the proposed development is: outside of the County’s the Urban Growth boundary (UGB); the proposed building density is TWO TIMES greater than the base zoning; and the location has no public utility sewer service and is outside the boundary for future service.

The developer wants 73 homes (15 waterfront 100’ lot min; 58 traditional 75’ lot min) on 118 acres. They have hired Thomas and Hutton to engineer a private wastewater treatment plant – a spray field – and say the property owners will maintain roads and sewer service.

Quick Points for Town Council

* Annexation efforts should focus on “donut holes”, not across the river – per Hollywood’s smart growth committee goals

* Land is for sale by Canal Land and Timber, owner is density shopping for higher property value.

* Cost of providing (maintaining) services is high: failure of private sewer system is expensive to fix, cost will fall on the Town of Hollywood

* Charleston County is seeking its own Designated Wastewater Management status, will not allow private sewer systems

* Private systems have a recent and local history of failure, impacting water quality

* Johns Islanders are opposed to this higher density on the rural portion of the island

* Hollywood has a septic ordinance, requiring septic, preventing engineered systems – – this would go against that ordinance

* Hollywood has an ordinance that states newly annexed property come in with Rural Conservation zoning – – Planned Unit Development (PUD)is being requested here

Let them know that Johns Islanders do not want this development, nor do we want any part of Johns Island to be annexed from across the Stono River by the Town of Hollywood!
